65 At-Talaq(الطلاق), Ayah 2

فَإِذَا بَلَغْنَ أَجَلَهُنَّ فَأَمْسِكُوهُنَّ بِمَعْرُوفٍ أَوْ فَارِقُوهُنَّ بِمَعْرُوفٍ وَأَشْهِدُوا ذَوَيْ عَدْلٍ مِنْكُمْ وَأَقِيمُوا الشَّهَادَةَ لِلَّهِ ۚ ذَٰلِكُمْ يُوعَظُ بِهِ مَنْ كَانَ يُؤْمِنُ بِاللَّهِ وَالْيَوْمِ الْآخِرِ ۚ وَمَنْ يَتَّقِ اللَّهَ يَجْعَلْ لَهُ مَخْرَجًا 2 ٢

Thus when they fulfil their term appointed, either take them back on equitable terms or part with them on equitable terms; and take for witness two persons from among you, endued with justice, and establish the evidence (as) before Allah. Such is the admonition given to him who believes in Allah and the Last Day. And for those who fear Allah, He (ever) prepares a way out, (2)

Tafsir
Divorce is permitted in Islam in exceptional situations and a procedure has been prescribed for it which must be completed within a specific period. In this way the process of divorce has been subjected to certain conditions. The purpose of these limitations is that, till the last moment, the parties should have the opportunity for rapprochement, and the divorce should not create any disturbance in the family or society. Divorce is endorsed by Islam provided that, during the process, a God-fearing spirit is prevalent throughout.
